Administrative Overview

Key Decisions & Institutional Updates

1. Membership Alterations & Regional Relations

  • Palermo Membership: The Assembly unanimously approved the official inclusion of the City of Palermo into the GECT. Due to temporary financial constraints, Palermo’s contribution will initially be “in kind” (providing office space, equipment, and staff) rather than financial.
  • Departures: The recent withdrawal of ANCIM was officially accepted, following the prior exit of the Balearic Islands.
  • Sicilian Region Dispute: The President noted ongoing litigation with the host region (Sicily) due to long-term compliance failures, though efforts toward a settlement/re-entry are continuing.

2. Financials & Leadership Appointments

  • Financial Clearance: Financial accounts for 2022–2025 were approved based on banking records. The assembly agreed to clear historical outstanding debts from members accumulated during periods of forced inactivity, requesting current year dues by December 31.
  • Leadership Roster:
    • President: Avv. Francesco Attaguile was reconfirmed to guide the entity through this transitional phase.
    • Director: Dott. Davide Crimi (representing the Municipality of Catania) was newly appointed as Director, succeeding Prof. Mario Bolognari.
    • Auditor: Dott. Pietro Cirrincione was appointed as the new financial auditor.

3. Strategic Directives & Institutional Role

  • Political vs. Operational Focus: The assembly reinforced that per European regulations, GECT ARCHIMED functions primarily as a political and institutional coordination body to foster cross-border partnerships, rather than a direct project executor.
  • Geographic Expansion & Outreach:
    • Western Mediterranean: Delegated to Dott.ssa Querci (Port of Livorno) and GEIE Costa Med (targeting Malta and Tunisia).
    • Eastern Mediterranean: Delegated to Dott. Gianandrea Garancini (Anetel, Cyprus).

4. Relaunching of the “Al Idrisi” Prize

  • The Assembly voted to revive the “Al Idrisi” Prize, an intercultural dialogue award historically given to prominent figures on the European and North African shores of the Mediterranean. A dedicated scientific committee will be established in partnership with Palermo, Catania, and Taormina to host the future event.

5. Next Steps & Representation

  • GECT ARCHIMED will be represented by Dott. Garancini at the upcoming Westmed initiative in Tunis.
  • The group will participate in a National Research Council (CNR) meeting in Rome on November 17 to present a collaborative study featuring Italy’s 12 registered GECTs.
